HCMC Proposes 3 Locations for Centralized Administrative Center
The People’s Committee of Ho Chi Minh City has submitted a proposal to the Party Committee’s Standing Committee, seeking approval to proceed with one of three options for the construction of a centralized administrative center.
Option 1: Former Thu Duc City People’s Committee Headquarters
The first option is the former headquarters of the Thu Duc City People’s Committee, covering approximately 7.73 hectares, including 4.73 hectares of existing premises and an adjacent 3 hectares of sports land.
This location already has basic infrastructure in place, favorable access via Mai Chi Tho Street and Dong Van Cong Street, and minimal land clearance issues, allowing for rapid implementation with relatively low infrastructure costs. However, its limited area can only accommodate around 3,400 personnel. Additionally, local traffic congestion and the need to adjust adjacent land-use planning are notable drawbacks

Option 2: Expanded Ha Tien Cement Land
The second option involves the expanded area of the Ha Tien Cement site, located in the former Thu Duc City, with a total area of 11.6 hectares. There is also potential to add another 8 hectares from land owned by Southern Logistics Joint Stock Company.
This is the largest of the three proposed sites, well-suited for planning a complex that integrates administrative buildings, public squares, and open spaces. It is conveniently located near Metro Line 1 and Vo Nguyen Giap Road. However, this is industrial land with expired leases since 2020, requiring environmental remediation, relocation, land clearance, planning adjustments, and the development of social and technical infrastructure — all of which could prolong the preparation phase.
Option 3: Thu Thiem Urban Area
The third option is a cluster of 9 land lots in the Thu Thiem Urban Area, also part of the former Thu Duc City, totaling around 9.6 hectares. This site lies within the future financial-administrative center of the city, near the central lake, with good connectivity via Ba Son Bridge, the Arc Boulevard, and the Saigon River Tunnel.
This undeveloped land can be quickly mobilized for construction and is capable of housing 6,000 to 7,800 civil servants, meeting the need to centralize all administrative agencies. However, the current zoning of the site is designated for education, culture, and mixed-use purposes, which must be revised to match administrative objectives. Additionally, using part of the central parkland could impact green space and alter the approved master plan structure.

Implementation Roadmap
Once the Party Committee’s Standing Committee approves the preferred option, the HCMC People’s Committee will instruct the Department of Construction and related agencies to complete documentation and seek final approval to begin implementation.
The city aims to commence construction in the first quarter of 2026, delivering a facility that meets functional and aesthetic standards while becoming an architectural landmark that improves services for both citizens and businesses.
The Urgent Need for a Centralized Administrative Hub
Ho Chi Minh City is currently a special-class urban area with nearly 14 million residents and 168 commune- and ward-level administrative units. After administrative mergers, the city had around 7,356 public employees. By 2030, this number is expected to decrease to around 5,885, following restructuring and streamlining.
At present, government offices are scattered across many locations, which hampers operational efficiency, coordination between departments, and public service delivery. Many facilities are outdated, undersized, and lack proper auxiliary infrastructure and IT systems, significantly affecting service quality for both the public and businesses.
Therefore, the city emphasizes the importance of a comprehensively planned centralized administrative complex, with sufficient space for government agencies, public squares, green areas, traffic infrastructure, and parking — meeting future urban development demands.
